Short answer: Devon's biggest displays are put on by towns rather than councils, and most run on the weekend nearest 5 November rather than on the night itself. Coastal displays at Ilfracombe, Brixham, Exmouth and Teignmouth are the ones with the best backdrop. Check dates with organisers — they move.

There is no single big Devon display. What there is instead is a scattering of town and village events, most run by rotary clubs, carnival committees and pubs, and most held on the weekend nearest to 5 November rather than on the night itself. That means you can often see two or three across a weekend if you are willing to drive.
It also means dates move year to year and are usually confirmed late. Nothing on this page should be treated as final until you have checked with the organiser.
Fireworks over water are worth planning around, and Devon has more options than most counties. Ilfracombe's harbour, Brixham's, Exmouth's seafront and Teignmouth's front all give you a display with the sea behind it — and in Torbay you can sometimes see more than one from a single vantage point.
The Hoe at Plymouth is the biggest natural amphitheatre on this coast, with the Lion's Den below it noted by locals as a good spot to watch from.
Parking is the thing that ruins Bonfire Night. Coastal town car parks are small and displays draw far more people than a normal winter evening. Arrive an hour early, park further out than feels necessary and walk in, and know your route out before you arrive — several of these towns have one road in and out.
On the north coast, the lanes to Woolacombe, Croyde and Combe Martin are narrow and unlit. Getting there is easy; getting out with everyone else is not.
Do not bring them. If you are staying in a Devon coastal town over Bonfire Night weekend, the displays carry across the water further than you would expect, so plan for a nervous dog on more than one night.
Most town pubs stay open late on display nights. Captain Jacks at Woolacombe and the Anchor Inn at Beer are among the few places that reliably open through the winter; in the bigger towns, Torquay's Victoria Parade and Plymouth's Barbican both have plenty on.
