Short answer: Kingsbridge quay is flat with parking beside it, and there are boats to watch. Slapton Ley's bird hides are twenty minutes away. For a proper toddler beach, Bigbury has an accessible ramp onto wide flat sand.
Kingsbridge sits at the head of an estuary, and the quay is flat with the long-stay car park right beside it. Boats, a boatyard and ducks — a gentle hour with a buggy.
The estuary empties to mud twice a day, so there is no beach in Kingsbridge itself. For sand, drive.
Bigbury, twenty minutes away, has an accessible ramp down onto wide flat sand with a shallow incline, lifeguards, toilets and a café. Easy with a buggy — and the sea tractor to Burgh Island is a brilliant ride for a toddler.
Time any beach visit for a falling tide. Firm wet sand is easier to push a buggy across, and the shallow pools the sea leaves behind are warmer and safer for a toddler than the sea itself.
The largest freshwater lake in the south west, with bird hides and waterside paths, twenty minutes away. Swans and ducks up close hold a toddler well. Free parking.
