Short answer: Kingsbridge's quay and embankment are flat, with the long-stay car park right beside them. Twenty minutes west, Bolberry Down has a wheelchair-accessible clifftop path — rare on this coast — with free blue-badge parking.
Kingsbridge sits at the head of its own estuary, and the quay and embankment are level. The long-stay car park is right beside the quay, which puts you on the flat from the moment you park. The Crabshell Inn is on the quay with seating on two levels looking up the estuary.
This is the one to know. The National Trust clifftop at Bolberry Down, west towards Salcombe, has a main path that is wheelchair accessible and wide enough to walk two abreast — genuinely unusual on the Devon coast, where clifftop paths are almost always narrow and rough.
Parking is free with a blue badge, and there are three paved disabled bays.
The largest freshwater lake in the south west, with bird hides and waterside paths. Free parking at the memorial car park. Ask on arrival which paths and hides are level.
Creeks End Inn is next to the long-stay car park, with separate gluten-free fryers and a Sunday carvery. Seven Stars on Mill Street is reliable and reasonably priced. Verse is the best restaurant in the South Hams — book well ahead, evenings Wednesday to Saturday, and ask about access.
