Short answer: Clovelly is a privately owned village on the north Devon coast and you pay at a visitor centre to walk in. The cobbled street is extremely steep and there are no cars. It is genuinely beautiful and genuinely divisive — go for the setting and the descent, not for a day's worth of things to do.
Clovelly is privately owned and has been for centuries, and you pay an entrance fee at a visitor centre before you walk down into it. That catches visitors out more than anything else about the place — people arrive expecting a village and find a ticket desk.
The fee covers the upkeep of the cobbled street, the harbour and the buildings, plus parking and access to a couple of small exhibitions. Whether that feels reasonable depends entirely on what you were expecting.
A single cobbled street falling steeply down a wooded cliff to a small harbour, with whitewashed cottages either side and no vehicles at all — goods are still moved by sledge. It is genuinely one of the more remarkable-looking places in England and it photographs beautifully.
What you do not get is an afternoon's worth of activity. There is the street, the harbour, a couple of small museums, a pub and some shops. Most visitors are through in a couple of hours.
The descent is steep and the cobbles are uneven. Going down is easy and going back up is a serious climb — there is a Land Rover service back to the top in season, which is worth using rather than being proud about. It is not suitable for wheelchairs or buggies, and anyone with knee or hip trouble should think carefully.
If you want a striking place to walk through and photograph and you accept the fee for what it is — the cost of a maintained village rather than an attraction — then yes, and most people are glad they went.
If you are a family of four looking for a day out and value for money, the same fee spent at The Big Sheep or The Milky Way ten minutes away buys you a whole day with rides, animals and indoor play. That is a fair comparison and it is worth making before you drive out.
