Short answer: Budleigh's beach is large smooth pebbles, which are hard going with a toddler and impossible with a buggy. Use the paved promenade and the flat River Otter path instead. Bicton Park has an adventure playground and duck feeding.
Budleigh's beach is a long crescent of large smooth pebbles. Beautiful, and genuinely awkward for a toddler finding their feet — and no buggy is crossing them. There is a paved promenade behind the beach, and that is where to push.
The estuary path behind the beach is flat and easy, with ducks and wading birds on the water. A good buggy walk, and the birds keep a toddler interested.
North of town — sixty-odd acres of gardens with an adventure playground and duck feeding, plus glasshouses for a wet day. The best toddler outing in this corner of Devon.
Exmouth, ten minutes west, has two miles of flat sand, a level promenade and a fenced play area on the Maer — the easiest toddler beach in Devon.
