Short answer: Yes. Chagford is the prettiest village on Dartmoor, everything sits on one medieval square, and it works as a base for the eastern moor. The Globe Inn does the best Sunday roast on this side of Dartmoor.
Yes, and more so than most Dartmoor villages. Chagford has a medieval square, granite buildings, a church with a horse and foal grazing in the yard, and — crucially — it is a working village rather than a tourist one, so it is open and busy in February.
The practical appeal. Park once and the pubs, cafés and shops are a minute apart, which in Dartmoor weather matters more than it sounds.
The Globe Inn is the heart of the village and does the best Sunday roast on this side of the moor, with a vegetarian option people rate. Ring O'Bells is the proper local. Two good cafés sit on the square for breakfast after a walk.
Anyone wanting a beach, an attraction or a wet-weather day with children. Chagford is a village and the moor; that is the offer. Bovey Tracey and Becky Falls are the nearer wet-day answers.
Half a day for the village, a full day with Castle Drogo or a moor walk. It also makes a good base for two or three days on the eastern moor.
