Short answer: Exmouth's promenade is flat and level for its whole two-mile length with good access, and the beach itself is flat sand. The Maer behind the seafront is a former golf links that never gets muddy. Orcombe Point involves a zigzag climb and Sandy Bay a steep descent.
Exmouth is the easiest place on the Devon coast to have a good day with a buggy or a wheelchair. Two miles of flat sand, a long level promenade running behind the whole length of it, plenty of parking along the front, and a town immediately behind rather than a village up a hill. Reviewers describe the promenade simply as nice and flat with good access, which is the whole point.
The sand is flat and firm and the beach is wide. Two things to know rather than discover: swimming is genuinely unsafe near the estuary mouth at the western end where the currents run hard, and dogs are banned from the main stretch between May and September. The far eastern end near Orcombe allows dogs all year.
The open sandy common behind the seafront is a former golf links, which means it never gets muddy and works all year round. It has a fenced children's play area and seasonal public toilets. If you want green space rather than sand, this is the easiest ground in Exmouth.
The Point at the marina is the one to know. Reviewers describe it accommodating a wheelchair user in a private function for up to fifty guests, and staff going out of their way to make it work. It opens at 8.30, does a good brunch, handles gluten-free properly and has a dog station with blankets and treats.
The Grove on the Esplanade is a large seafront pub with a big beer garden and window tables facing the prom, and is used to families and prams. The Beach Pub near the marina is smaller but independent and good.
