Short answer: Devil's Point at Stonehouse is the pick — a free headland with wide views, accessible paths, benches and three hours of free parking. Saltram on the city edge has acres of parkland and now allows dogs into parts of the garden.
Devil's Point at Stonehouse. A free headland looking out across Plymouth Sound, with accessible paths, benches and three hours of free parking — which is the rarest thing on this list. From there you can walk round to Royal William Yard, so one stop does two places.
The National Marine Aquarium on Sutton Harbour does not admit dogs. Worth knowing if you were planning to combine it with a harbour walk — your ticket there gives free re-entry for a year, so it is easy to split across two visits.
Dartmoor Zoo, fifteen minutes out, does not admit dogs either. But Dartmoor itself starts just beyond it and is free, open and endless.
