Short answer: The fishing boats winched up onto the shingle are the toddler attraction in Beer, and watching them costs nothing. The village is steep and the beach is shingle, so carry rather than push. The caves tour is ninety minutes — too long for most toddlers.
Fishing boats are still winched up onto Beer's shingle beach, with colourful beach huts and a stall selling the catch. For a toddler, a boat coming up the beach on a winch is genuine entertainment.
The walk down to the beach is short but steep, and the beach is shingle rather than sand. A carrier beats a buggy, and beach shoes help small feet.
Beer Quarry Caves are the best-rated attraction in east Devon — but it is a ninety-minute guided tour, underground, at eight degrees. Most toddlers will not last it. Leave it for when they are older, or for one adult while the other stays up top.
Seaton, five minutes east, is much easier: the tramway is a hit with toddlers, and Seaton Wetlands has level, buggy-friendly paths.
